土地再资本化视角下城市更新的治理过程与干预——对广州旧村改造实施的观察

摘　　要：城市更新是存量规划时代的重要方向,广东"三旧改造"是一项改革创新,旧村改造是其主要方式之一,但在具体过程中却普遍面临实施难或实施偏差等问题。研究以广州旧村全面改造为实证案例,从土地再资本化的视角审视城市更新的治理过程。研究发现,城市更新包括有效土地资产的确定、土地资本的增值与分配以及土地再资本化许可,三个环节是实现土地再资本化的完整链条。原土地权属人、社会资本方和城市政府分别把持不同的环节,以捕获土地再资本化的红利,形成了三方分治的治理格局,此乃城市更新实施问题的关键症结所在,尤其是实施过程中的公共价值失衡成为城市更新工作普遍面临的难题。近年来,城市更新实践中出现的全流程干预的探索,可能成为破解三方分治格局,实现公共理性的新起点。Urban renewal planning plays a significant role in the era of reserve planning. As an innovative experiment, the ′three old transformation′, including the old village transformation, is a reform of urban renewal planning in Guangdong. However, it is commonly facing to concerns of effective implementation. This paper explores the processes and governance mechanism of urban renewal from the perspective of land recapitalization by taking Guangzhou old village transformation as a study case. It proposes that urban renewal involves three sections to realize the recapitalization of land: the practicable identification of land assets, the distribution of gross incremental land capital and the permission of realizing land recapitalization. The original land stakeholders, the societal capitalists and the municipalities dominate their sections respectively, which induces the polarized pattern of separated governance and the imbalance of public value simultaneously. Recently, in the practices of urban renewal, the emergence of experiments and prototypes of cooperated governance might break the impasse of separated governance, becoming a new start point of public reason.
