我国水泥工业当前不宜执行火电行业“超低排放”的限值

摘　　要：对水泥行业与火电行业年耗煤量、大气污染物排放量及其对城市环境的影响、大气污染物排放标准和所谓“超低排放”要求浓度限值等进行对比分析,可以看出两个行业存在很大的不同;对德国水泥工业NOx排放标准的发展和制订进行介绍,再结合中国水泥协会孔祥忠执行会长针对“超低排放”问题的有关论述,尤其是我国环保标准制定的四项基本原则,可以看出我国水泥行业目前有些省市已颁发的“严控标准”和所出台的“超低排放标准”值得认真思考!为解决水泥行业当前这种杂乱不一的情况,中国水泥协会引导和规范水泥企业实施满足国家配额要求的超低排放改造,为国家标准的修订做好准备,于2021年3月已开始了《水泥工业大气污染物超低排放标准》行业统一标准的编写工作。By comparing and analyzing the annual coal consumption,air pollutant emission and its impact on urban environment,air pollutant emission standards and so-called"ultra-low emission" required concentration limits between cement industry and thermal power industry,there are great differences between the two industries.The development and formulation of NOx emission standards in Germany's cement industry are introduced.Combined with the discussion on the issue of"ultra-low emission"by the Executive Chairman of Kong Xiangzhong of China Cement Association,especially the four basic principles for the formulation of environmental standards in China,it can be seen that the"strict control standards"and the"ultra-low emission standards "issued by some provinces and cities in cement industry of China are worthy of serious consideration by governments at all levels and relevant departments and people in the cement industry.In order to solve the current chaotic situation of the cement industry,China Cement Association has guided and standardized cement enterprises to implement ultra-low emission transformation to meet the requirements of national quotas,and prepared for the revision of national standards.In March 2021,the preparation of the unified standard of ultra-low emission standard of atmospheric pollutants in cement industry has begun,which is of great significance to the green and high-quality development of cement industry of China.
