乡规民约促进脱贫成果巩固的机制研究——基于重庆市巫溪县实践的透视

摘　　要：本文在透视重庆市巫溪县乡规民约助贫经验与绩效基础上,基于制度分析法解构了乡规民约、巩固脱贫攻坚成果的内涵,分析了巩固脱贫攻坚成果的内容及要求,构建了乡规民约巩固脱贫攻坚成果的框架,提出了相应的机制与条件。研究认为,乡规民约是内含乡村治理、农村主体行为选择与关系处理规范的系统,在巫溪县脱贫攻坚过程中发挥了显著作用。实现脱贫攻坚成果巩固涉及全面脱贫大局、有效模式与体制机制以及相关精神财富等维度,需要依托持续减贫主体意识建构、主体行为激励与内生发展能力提升、集体行为助推与合作保障、组织创新与主体能力提升等机制,需要重塑乡规民约体系、促进规范机制协同、重塑社会网络与社会关系、促进实现方式创新。Based on the experience and performance of township regulations in Wuxi County, Chongqing City, this article uses the system analysis method to deconstruct the connotation of the township regulations and the consolidation of the achievements of poverty alleviation, analyzes the content and requirements of consolidating the achievements of poverty alleviation, constructs the framework of the township regulations to consolidate the achievements of poverty alleviation, and proposes corresponding mechanisms and conditions. The study believes that township regulations is a system of connotation of rural governance, and they will play a significant role in the process of consolidating poverty crucial achievements.
