国土空间规划背景下乡村精明收缩规划研究--以本溪市上沟村为例

摘　　要：在城市发展为主流的城镇化进程中,部分乡村受城市吸血效应的影响,呈衰败式、收缩式发展趋势,多种传统的村庄规划面临这种状况,出现不同程度的引导无力、实用性差等问题。该文以国土空间规划改革为契机,探索适用于城乡融合发展和乡村振兴的实用性村庄规划。并以上沟村为例进行实证性研究:基于上沟村的收缩趋势和现实条件,综合运用乡村精明收缩的理论方法,提出以绿色玉米规模种植为核心的产业定位,采用精明收缩式的空间规划、三产融合发展的产业发展和多元共治式的治理模式等策略,探索乡村从被动式萎缩到主动式收缩的精明发展路径。In the urbanization process dominated by urban development,some villages have been affected by the blood-sucking effect of cities,which has led to the development trend of decline and contraction,and traditional village planning has faced different degrees of inability to guide and poor practicality.Taking the reform of territorial spatial planning as an opportunity,we explore the practical village planning for urban-rural integration and rural revitalization.Based on the shrinking trend and realistic conditions in Shanggou Village,the theoretical approach of rural smart shrinkage is comprehensively applied to explore the smart development path from passive shrinkage to active shrinkage by proposing an industrial positioning with green corn cultivation as the core and adopting strategies such as smart shrinking spatial planning,industrial development with integration of the three industries,and governance model with multiple co-governance.
