汉江水资源“一水五用”战略地位分析及水源涵养政策思考

摘　　要：对照三江源“中华水塔”概念,包孕丹江口水库的汉江流域堪称“国家中央水库”。通过系统梳理汉江水资源对华中、中原、华北、西北用水安全以及区域高质量发展中的重要影响,提出了汉江水资源“一水五用”战略地位;并结合汉江流域实际情况,就如何涵养水资源从六个方面提出了政策建议。Compared to China Water Tower of Sanjiangyuan,the Hanjiang River Reach including Danjiangkou Reservoir can be called State Central Reservoir.Through a systematic study of the important influence of the Hanjiang River water resource upon the water safety and regional high quality development of Central China,the Central Plain,the North China,and the Northwest China,proposed the one-water-five-use strategical position of the Hanjiang River water resource,and proposed six policy suggestions with the combination of the actual situation of the Hanjiang River reach.
