摘　　要：黄河是中华民族的母亲河,人民治黄七十多年特别是党的十八大以来,黄河治理取得了显著成就,但洪水风险依然是流域最大的威胁。2021年,黄河流域发生历史罕见的秋汛洪水,造成了重大经济损失。分析流域防洪存在的主要问题,从主要目标、总体布局及思路以及主要工作措施等方面提出了黄河防洪的战略布局与展望,为全面提升黄河流域洪水防御能力提供思路和借鉴。The Yellow River is the mother river of the Chinese nation.Remarkable achievements have been made in the management of the Yellow River over the past 70 years,especially since the 18 th National Congress of the Communist Party of China,but flood risk remains the biggest threat to the watershed.In 2021,the Yellow River basin experienced a rare autumn flood,causing major economic losses.Through analyzing the main problems existing in flood management in the Yellow River basin,the strategic layout and prospect of flood management in the Yellow River basin is put forward from the main objectives,overall layout and thinking,as well as the main working measures,so as to provide ideas and reference for comprehensively improving the flood prevention capacity of the Yellow River basin.
