摘 要:For the indigenous people of Papua New Guinea(PNG),and for many of the indigenous peoples around the world, their own customary laws(non-state laws)are considered binding upon them, and their primary if not only source of law.Although long has been their recognition,in PNG,customary law was only recognized in 1975 as one of the laws under the PNG Constitution and considered to lie on the lowest level of the legal hierarchy.Nowadays, the advances in the national and international law and jurisprudence have clearly recognized the rights of the indigenous people to be governed by their own legal regimes and the states now have obligations to respect and recognize their laws and institutions and their ancestral rights. This paper aims to place within context the customary law of the indigenous peoples and their ethical appropriateness and sufficiency of the customs of the indigenous peoples.
