位山引黄灌区适水发展的调查与思考

摘　　要：位山灌区地处鲁西平原,是黄河中下游最大的灌区,是引黄供水的重要基础设施。多年来,该灌区为当地经济社会发展和生态环境改善提供了重要水源支撑,同时还担负向雄安新区供水等跨流域调水任务。然而,灌区内水资源不足、供需矛盾突出、经济社会发展对黄河水资源依赖程度较高等问题制约着当地经济社会的发展。本文深入调查并分析了位山引黄灌区适水发展现状、存在的主要问题。基于此,尝试提出了灌区适水发展的几点建议。以期对当前位山灌区提高供水管理水平,促进水资源优化配置及高效利用具有一定的指导意义。Located in the Luxi(west of Shandong) Plain of Shandong,and as the largest irrigation area in the middle and lower reaches of the Yellow River,the Weishan Irrigation Area plays an important role of infrastructure for water diversion from the Yellow River.On one hand,Weishan Irrigation Area is an important support to local economic and social development and ecological environment improvement.On the other hand,it also shoulders the responsibility of trans-basin water transfer to Xiong’an New Area.However,some issues inside of the irrigation area restrict the development of local economy and society,such as the scarcity of water resources,the sharp contradiction between supply and demand,as well as the high dependence of economic and social development on the water resources of the Yellow River.This paper deeply investigates and analyzes the present situation and main problems of water-friendly development in Weishan Irrigation Area,and based on this,some suggestions on water-friendly development are put forward,with the expectation of providing the guidance on improving the water supply management,and promoting the optimal allocation and efficient utilization of water resources in the irrigation area.
