摘　　要：本文以黑龙江省佳木斯市为研究对象,采用调查统计、文献分析等研究方法,描述佳木斯市基本公共文化服务均等化的现状,审视其中的问题,提出相应的对策建议。研究发现,佳木斯市公共文化服务体系建设的整体情况良好,并为推动基本公共文化服务均等化进程采取了法律、财政、领导和管理等措施;针对理解和运用概念、筹措和分配资金、公众获得感、群众参与率等方面存在的不足之处,提出佳木斯市政府在核心概念、资金使用、公众参与、综合协调等方面持续改进,推动基本公共文化服务均等化目标顺利实现的建议。This paper takes Jiamusi City of Heilongjiang Province as the research object,and uses research methods such as survey statistics and literature analysis to describe the current situation of the equalization of basic public cultural services in Jiamusi City,examine the problems,and put forward corresponding countermeasures and suggestions.The study found that the overall construction of the public cultural service system in Jiamusi is good,and legal,financial,leadership and management measures have been taken to promote the equalization of basic public cultural services;In view of the deficiencies in the perception,mass participation rate,etc.,the Jiamusi Municipal Government put forward suggestions for continuous improvement in core concepts,fund use,public participation,comprehensive coordination,etc.,to promote the smooth realization of the goal of equalization of basic public cultural services.
