摘　　要：[目的/意义]通过深入探析重大突发公共卫生事件医疗数据开放共享过程,为我国重大突发公共卫生事件数据治理构建一种多主体协同参与的医疗数据开放治理模式。[方法/过程]采用文献调研和网络调查相结合的方法,全面桄理国内外重大公共卫生事件医疗数据开放模式的研究现状和现存障碍,从解决实际问题的角度提出治理方案。[结果/结论]通过明确重大突发公共卫生事件医疗数据开放原则,分解数据开放共享过程,提出对重大突发公共卫生事件下医疗数据开放共享进行分阶段治理的模式,并制定相关配套保障机制,最终提出一套切实可行的面向重大突发公共卫生事件的医疗数据开放治理模式。[Purpose/significance]Through an in-depth analysis of the process of the healthcare data opening and sharing in major public health emergencies,this paper proposes an open governance model of healthcare data with the collaboration participation of multiple subjects for data governance of major public health emergencies in China.[Method/process]By using a combination of literature research and Internet surveys,this study comprehensively reviewed the current research status and existing obstacles of healthcare data opening models for major public health emergencies at home and abroad,and proposed governance solutions from the perspective of solving practical problems.[Result/conclusion]By clarifying the principles of healthcare data opening for major public health emergencies,this study decomposes the process of data opening and sharing,conducts staged governance model of healthcare data opening and sharing under major public health emergencies,and formulates relevant supporting security mechanisms.Finally,this study proposes a practical governance model of healthcare data opening in major public health emergencies.
