统筹协调“三线”划定情境下农村居民点用地整治潜力测度及模式探究——基于自然村单元尺度

摘　　要：基于"三线"划定情境下如何科学测算农村居民点用地整治潜力及整治策略,是落实国土空间用途管制及优化土地资源配置的关键举措。文章基于人地关系协调理论,利用人口预测与潜力测度模型,对潜力来源及整治流向进行分类界定:依据"三线"已有划定区域及整治导向,将整治策略分为生态发展、农地保障及城乡统筹三种类型。其中,生态发展方向下的整治潜力相对较小,应着重推进生态用地整治增强区域生态功能、保证区域生态优势;农地整治方向下的整治潜力较大、涉及范围较大,应着眼推进农用地复垦,保障区域农业生产;城乡统筹方向下的整治潜力较小,应合理引导农村居民点用地的空间布局结构,进而为区域用地集约目标的实现奠定基础。How to scientifically calculate the remediation potential and remediation strategy of rural residential land under the "third lines" demarcation context is the key measure to implement the control of land space use and optimize the allocation of land resources. This paper uses population prediction and potential measurement model to classify and define the potential source and regulation flow direction on the basis of coordination theory of man-land relationship. The results show that according to the defined areas and regulation guidance of the "three lines", the regulation strategies are divided into three types: ecological development, agricultural land security and urban-rural overall planning. Among them, the remediation potential under ecological development is relatively small,and the focus should be to promote the remediation of ecological land, enhance regional ecological functions and ensure regional ecological advantages. The regulation potential is large and involves a wide range under agricultural land regulation, the key is to promote agricultural land reclamation and ensure regional agricultural production. The remediation potential under urban-rural overall planning is small, reasonable guidance should be the spatial layout structure of rural residential land, so as to lay a foundation for realization of the goal of regional land intensification.
