摘　　要：综合交通"十四五"规划作为关系经济社会发展格局的重大公共政策,是政府统筹战略愿景与近期行动、引领城市功能升级的重要手段和依据。对标全球标杆城市,以"十四五"时期深圳综合交通高质量发展为目标,分析综合交通在引领经济辐射格局、服务人民满意出行、支撑空间有机拓展、推动绿色低碳发展、智慧赋能提质增效等维度全面提升的内在要求,探索综合交通高质量发展路径。面向近期行动,紧扣"产业-人口-空间-环境-科技"供需逻辑变化,提出建设交通强国城市范例的发展目标,制定建设更具资源配置能力的双循环战略枢纽、交通引领发展的大湾区核心引擎城市、绿色智慧的城市交通可持续发展标杆、交通治理体系和治理能力现代化示范四大战略,并形成指导未来五年落地实施的行动方案。率先探索形成依托综合交通体系先行,引领全球标杆城市建设的发展新路径。As a major policy highly correlated to economic and social development, Comprehensive Transportation Planning in the 14 th Five-Year plan period is an important platform for coordinating strategic vision, short-term actions and leading the upgrade of city function. Aiming to build a global benchmark city,the Shenzhen comprehensive transportation 14 th Five-Year Plan analyzes the internal requirements of leading the economic radiation pattern, meeting the civil traveling requirement, supporting space expansion,promoting green and low-carbon development, enhancing quality and efficiency with intelligence to explore the high-quality development path of comprehensive transportation. For recent actions, closely concentrating on the changes of supply and demand of “industry-population-space-environment-technology”, the 14 th Five-Year Plan put forward the development goal of building a model city with a strong transportation system and formulate four strategies to enhance the global hub function for Shenzhen, with more resource allocation capabilities, a core engine city with transportation-led development in the Greater Bay Area, sustainable development benchmark of urban transportation which is green and intelligent, modernization demonstration of traffic management system and capacity. Furthermore, action plans are proposed to guide the implementation in the next coming five years. This plan takes the lead in forming a new development path relying on the comprehensive transportation system and leading the construction of global benchmark cities.
