摘　　要：“三牛精神”是指“孺子牛”为人民服务、无私奉献的精神,“拓荒牛”创新发展、攻坚克难的精神,“老黄牛”艰苦奋斗、吃苦耐劳的精神。“三牛精神”不仅具有重要的时代价值,而且对基层公安机关做好实有人口管理工作具有重要指导意义。“Three-Cattle Spirit”symbolizes the spirits of“obedient cattle”who serve the people and make selfless dedication,“pioneering cattle”who innovate,develop and overcome difficulties,“old yellow cattle”who work diligently and endure hardships.“Three-Cattle Spirit”has not only important value of the times,but also significance for guiding first-line police agencies to do their jobs well in population management.
