“双循环”背景下中国双向FDI与绿色创新效率——基于市场化水平的调节分析

摘　　要：随着“双循环”新发展格局的建立和“引进来”与“走出去”战略的逐步实施,中国双向FDI对绿色发展发挥着重要作用。基于中国30个省份2013-2018年的面板数据,本文利用三阶段DEA模型测度绿色创新效率,考察中国FDI、OFDI与绿色创新效率的市场化水平门槛效应。研究结果表明:考察期内我国绿色创新效率显著提升但发展不均衡,中西部地区的绿色创新效率较为接近,与东部地区相差较大;中国FDI、OFDI与绿色创新效率之间存在显著的市场化水平双重门槛,随着市场化水平提升,FDI对绿色创新效率的影响系数呈下降趋势并且由正转负,OFDI对绿色创新效率的影响系数呈上升趋势并且由负转正,均存在显著的门槛效应特征。With the establishment of the new development pattern of“double cycle”and the gradual implementation of the strategies of“bringing in”and“going out”,China′s two-way FDI plays an important role in green development.Based on the panel data of 30 provinces in China from 2013 to 2018,this paper employs the Three-stage DEA model to measure the green innovation efficiency.It empirically examines the market-oriented level threshold effect of China′s FDI,OFDI and green innovation efficiency.The results show that the efficiency of green innovation in China has improved significantly during the investigation period,but the development is uneven.The efficiency of green innovation in the central and western regions is close to that in the eastern region;There is a significant double threshold between China′s FDI,OFDI and green innovation efficiency.With the improvement of marketization level,the impact coefficient of FDI on green innovation efficiency shows a downward trend and changes from positive to negative,and the impact coefficient of OFDI on green innovation efficiency shows an upward trend and changes from negative to positive,all of which have significant threshold effect characteristics.
