摘　　要：1946年2月22日,美国驻苏联大使馆外交官乔治·凯南向美国政府发送一份八千字电报。在电报中分析苏联拒绝加入世界银行的原因。七个月后,有关土耳其问题的部长级会议在巴黎召开期间,苏联驻美国大使诺维科夫在莫洛托夫的命令下在短短十天内完成了名为《战后美国的外交政策》的报告(史称"诺维科夫报告")。报告的出台,其内容及其影响对战后苏联对外政策产生重要影响。On February 22,1946,George Kennan,a diplomat at the American Embassy in the Soviet Union,sent an 8,000-word telegram to the American government,in which he analyzes the reason why the Soviet Union refused to join the World Bank.Seven months later,during a ministerial conference on Turkey in Paris,the Soviet Ambassador to the United States,Novikov,at Molotov’s behest,produced in just ten days a report entitled “American Foreign Policy after the War” (known as the Novikov Report).The introduction of the report,its contents had an important impact on the post-war Soviet foreign policy.
