电信网络诈骗被害预防探讨——以宁波市北仑区为例

摘　　要：电信网络诈骗是近年来高发且增长最为迅速的一种犯罪。宁波市北仑区的实践显示,当前电信网络诈骗呈现出被害主体中流动人口多、白天及在家中和单位被骗多、使用微信和QQ被骗多、被害人普遍存在过错等特征。预防电信网络诈骗,需提高对被害预防作用的认识,处理好多种预防措施之间的关系,提升潜在被害人的素质,把握好被害预防的重点。Telecom network fraud is a crime with high incidence and the fastest growth in recent years.The practice in Beilun District of Ningbo City shows that the current telecom network fraud is characterized by a large floating population aged 18-40 among the victims,more cheated during the day and at home and at work,more cheated using Wechat and QQ,and common mistakes of victims.In order to prevent telecom network fraud,focus should be fixed on improving the understanding of the role of victim prevention,dealing with the relationship between various preventive measures,enhancing the quality of potential victims,and grasping the key points of victim prevention.
