摘　　要：目前我国海洋渔业正处于由传统渔业向现代渔业转型的关键时期,海洋渔业转型评价的重要性日趋凸显,其在保障海洋渔业规划与渔业转型步伐的合理推进、促进渔业经济的高质量发展上具有极其重要的作用与意义。文章基于海洋渔业转型的内涵,从渔业转型结果、效果、效率三方面进行探讨,设计构建了海洋渔业转型评价指标体系。并以辽宁省为例,结合《辽宁省海洋与渔业发展"十三五"规划》中的各项指标体系并运用层次分析法进行计算分析,得到辽宁省海洋渔业转型成效评价分数为0.7598。结果证明,可以从海洋渔业投入产出、就业转型、科研教育等方面入手,不断推动辽宁省海洋渔业转型发展。Since China’s marine fishery is in a critical period of transformation from traditional fisheries to modern fisheries at present,the importance of marine fishery transformation evaluation is becoming increasingly prominent,which plays an extremely important role and significance in ensuring the reasonable promotion of marine fishery planning and the pace of fishery transformation,and promoting the high-quality development of fishery economy.Based on the connotation of marine fishery transformation,this paper discusses the results,effects and efficiency of marine fishery transformation,and designs and constructs the evaluation index system of marine fishery transformation.Taking Liaoning Province as an example,combined with the indicators in the 13 th five year plan for the development of marine and fishery in Liaoning Province,the evaluation score of marine fishery transformation effect in Liaoning Province is 0.7685.The results show that the evaluation system has a certain application and promotion value.
