摘 要:节水农业工程的实施会对地区经济、社会和生态环境造成多方面的影响,建立科学合理的量化方法,定量分析节水农业综合效益,有利于规模化节水农业发展。基于生态经济学能值理论,分析了节水农业经济、社会和生态环境正负效益的构成,以能值作为统一的度量尺度,提出了节水农业综合效益的量化方法。以河套灌区沈乌灌域2016年节水改造工程为例进行实例计算,结果表明,沈乌灌域节水农业综合效益为10.67亿元,其中生态环境效益比重最大,达到了79.8%,经济效益比重为20.0%,社会效益比重为0.2%。节水农业对于生态环境有较大的影响,节水农业在取得正效益的同时,也会带来一定的负效益,综合来看节水农业是正效益大于负效益。所提出的方法可以为量化节水农业综合效益提供一种新途径。The implementation of water-saving agricultural projects has great impacts on the regional economy,society and ecological environment.Therefore,it is necessary to establish scientific and reasonable methods to quantitatively analyze the comprehensive benefits of water-saving agriculture,which is conducive to the development of large-scale water-saving agriculture.The quantitative method of the comprehensive benefits of water-saving agriculture based on the emergy theory was proposed to analyze the positive and negative benefits of water-saving agriculture on economy,society and ecological environment.Taking the water-saving renovation project in the Shenwu irrigation area of the Hetao irrigation district in 2016 as an example,the calculation results show that the comprehensive benefits of water-saving agriculture in the Shenwu irrigation area were 1.067 billion CNY,of which the ecological environment benefits accounted for the largest proportion,reaching 79.8%,the economic benefits accounted for 20.0%,and the social benefits accounted for 0.2%.Although water-saving agriculture benefits economy,society and ecological environment,it may also bring some negative benefits.On the whole,its positive benefits are greater than the negative benefits.The above case study shows that the method proposed can provide a new way to quantify the comprehensive benefits of water-saving agriculture.
