区域相对贫困视角下农村公共投资的空间福利

摘　　要：随着中国绝对贫困的基本消除,公共治理的重点之一就是减少区域性的相对贫困,这本质上是通过农村公共投资去增进空间福利的问题。利用2002-2016年省级面板数据的空间杜宾模型(SDM)进行回归后发现:农村公共投资对人类发展指数(HDI)的影响具有正向的空间溢出效应;反距离平方矩阵与引力模型矩阵作为替代空间权重矩阵的稳健性检验支持农村公共投资对HDI具有空间溢出效应的结论。研究说明,当前以地方为主体的农村公共投资结构不利于区域福利的增进,需要提高中央在农村公共投资中所占的比例。同时,地方政府的农村投资行为要进一步规范,逐步从地方财政转为公共财政。With the elimination of absolute poverty in China,one of the priorities of public governance is to reduce regional relative poverty,which is essentially the issue of promoting spatial welfare through public investment in rural areas.By using the spatial Durbin model(SDM)of provincial panel data from 2006 to 2018,this paper finds that the impact of rural public investment has a positive spatial spillover on HDI,which was supported by tests for constructing different spatial weight matrices.This work shows that the current rural public investment structure with local as the main body is not conducive to the improvement of regional welfare,and it is necessary to increase the proportion of the investment from the central government in rural public investment.At the same time,the act of rural investment of local governments should be further standardized,and gradually shifted from local finance to public finance.
