京津冀推进“3亿人参与冰雪运动”的政策研判、现实困境及应然选择

摘　　要：“3亿人参与冰雪运动”作为推动我国大众冰雪运动发展的重要目标,将有助于全民健康和体育强国梦的实现。本文通过文献资料、实地调研和专家访谈等研究方法对“3亿人参与冰雪运动”的内涵进行解析,进而深入分析京津冀地区推进“3亿人参与冰雪运动”的政策执行效力和推进困境。研究发现:京津冀地区在政策上存在缺少相关职能部门的联动政策保障,不能满足新业态的现实需求;体教融合不足,冰雪体育人才培养和保障政策缺失;冰雪运动社会体育组织不健全,缺少规范行业发展的具体政策支持等问题。建议:建立长效部级联席会议制度,加强刚性政策的保障效力;创新体教融合模式,建立和完善冰雪体育人才培养和保障政策;明确政府角色定位,培育冰雪运动社会体育组织,进而推动“3亿人参与冰雪运动”目标的实现。“300 million people participate in Ice and Snow Sports”,as an important goal to promote the development of ice and snow sports in China,is conducive to promoting the health of all the people and the realization of the dream of sports power.This paper analyzes the connotation of“300 million people participate in Ice and Snow Sports”by means of literature,field research and expert interviews,and further analyzes the implementation effectiveness of policies and difficulties in promoting“300 million people participate in Ice and Snow sports”in Beijing-Tianjin-Hebei region.The results show that the Beijing-Tianjin-Hebei region lacks the linkage policy guarantee of relevant functional departments in terms of policies,which cannot meet the practical needs of new business forms.The integration of sports and education in the region is insufficient,and the policy of personnel training and guarantee of ice and snow sports is lacking.Ice and snow sports social sports organizations are incomplete and are short of specific policy support to standardize the development of the industry.It is suggested to establish a long-term ministerial-level joint meeting system to strengthen the guarantee effect of rigid policies.Innovate sports and education integration models,establish and improve the ice and snow sports personnel training and guarantee policies.The role of the government should be clearly defined,and social sports organizations of ice and snow sports should be cultivated,so as to promote the realization of the goal of“300 million people participate in Ice and Snow Sports”.
