摘　　要：近年来,脱贫攻坚作为中国全面建成小康社会的基础,与人民的福祉息息相关,得到了国家的高度重视。随着脱贫攻坚工作的不断推进,中国农村居民收入水平有所提升,贫困户数量逐年减少,并已于2020年实现了全面脱贫。在脱贫攻坚期间,产业扶贫作为扶贫工作开展的重要措施之一,是能够有效解决绝对贫困问题的根本之策,陕西省为进一步贯彻落实精准扶贫工作安排,在扶贫工作中找准突破口和结合点,充分利用现代金融工具支持贫困地区特色产业发展,使“资源变资本、资产变股金、村民变股民”,实现了经济效益和社会效益最大化。目前,中国正处于脱贫攻坚与乡村振兴的五年衔接期,本文从外部环境与内部条件两个方面对陕西省扶贫产业投资基金有限公司进行分析,根据陕西省扶贫产业投资基金有限公司在脱贫攻坚期间所面临的资金安全与目的难以协调、政策出台制约退出困境、贫困户参与产业扶贫的积极性不足等问题,分别从加强监管提升产业扶贫效果、建立健全企业进入退出机制以及进一步提高农户参与能力三个方面提出了相应的对策建议,以期为支持脱贫地区巩固拓展脱贫攻坚成果和持续推进乡村振兴工作的开展提供借鉴。In recent years,poverty alleviation,served as the foundation for China to build a moderately prosperous society in an all-round way,is closely related to the well-being of the people and has received great attention from the country.With the continuous progress of poverty alleviation work,the income level of rural residents in China has improved,and the number of poor population has reduced year by year.As a consequence,the comprehensive poverty alleviation has been achieved in 2020.During the fight against poverty,industrial support for poverty relief,as one of the important measures for poverty alleviation,is a fundamental way to effectively solve the problem of absolute poverty.In order to further implement the targeted poverty alleviation work,Shaanxi Province has identified breakthroughs and integration points by fully utilizing modern financial tools to support the development of characteristic industries in poverty-stricken areas,which has made“resources into capital,assets into shares,and villagers into shareholders”and maximized economic and social benefits.At present,China is entering a five-year phase of convergence between poverty alleviation and rural revitalization.Shaanxi Poverty Alleviation Industry Investment Fund Co.Ltd.is analyzed,from two aspects of external environment and internal conditions.In light of the difficulties in coordinating fund security and purpose,the difficulties in policy restrictions of withdrawing from poverty alleviation,and the insufficient enthusiasm of poor households to participate in industrial poverty alleviation.The corresponding countermeasures and suggestions are put forward from three aspects of strengthening supervision to improve the effect of industrial poverty alleviation,establishing and perfecting the entry and exit mechanism of enterprises,and further improving the participation ability of farmers.It is hoped that this paper can provide reference for the consolidation and expansion of poverty alleviation achievements and the continuous promotion of rur
