摘　　要：构建市级海洋国土空间规划体系,是“多规合一”“陆海统筹”背景下构建市级海洋国土空间开发保护新格局的规划响应路径,是新发展阶段完善国土空间规划体系、健全用途管制制度、推动国土空间“一张图”管控、发展高质量海洋经济的必然要求。文章阐述了市级海洋国土空间规划体系的主要构成,提出了总体规划、专项规划和详细规划三类规划的关注重点与主要内容,明确了总体规划框定海洋国土空间发展总体格局、专项规划推动海洋国土空间实现严格管控、详细规划聚焦海洋国土空间利用集约高效的规划思路,以期为海洋国土空间规划更好地融入国土空间规划体系、落实发展规划空间需求提供重要参考。Establishing a municipal marine territorial space planning system,is a response to the requirement of building a new pattern in marine space protection and development under multi-planning integration and land-sea integration,and is also a necessity of integrating territorial space planning and governance system and developing high quality marine economy.The paper introduces the main composition of municipal marine territorial space planning system,and puts forwards the major points and key contents of master plan,specialty plan,and detailed plan:the general layout of marine space development is framed in master plan,specialty plan promotes strict governance of the space,and detailed plan focuses on compact and efficient use of marine space.It hopes to provide a reference for the integration of marine space with territorial space planning system and the implementation of planning requirements.
