公共协商:企业参与农村社会福利供给的路径探索与共同富裕——基于吉林省白山市某案例的实证研究

摘　　要：企业参与农村社会福利供给,对于推动乡村振兴、实现农民共同富裕有着重要的现实意义。以吉林省白山市的BMZ公司为个案,对其参与当地DS村福利供给的案例进行全面剖析,研究发现,传统“单向参与”模式下企业参与农村福利供给面临着福利供求结构失衡、参与方式阙如与行为失范等一系列困境,这些问题掣肘企业参与社会福利的功能释放。究其根源,企业以“工具性”为核心的功能定位的福利供给,忽略农民农村的社会、文化需求和经济利益,使农村福利发展陷入了悖论。实践表明,以“公共性”为核心的“公共协商”模式在满足农民基本需求、防控农村社会风险和促进农民生计发展等方面效果显著,这为企业参与农村福利改善、推动实现农民农村共同富裕提供了路径参考。Enterprises’ participation in rural social welfare supply is of great practical significance for promoting rural revitalization and realizing the common prosperity of farmers. The case that the participation of the BMZ company in Baishan City,Jilin Province in the welfare supply to the local DS village is comprehensively analyzed in this article. It is found that,enterprises’ participation in rural welfare supply in the traditional mode of“one-sided participation”is confronted with a series of dilemmas,such as the imbalance of welfare supply and demand structure,the absence of the ways of participation,and behavioral anomie,which restrict the function release of enterprises’ participation in social welfare. The source is that enterprises’ welfare supply that takes the“instrumentality”as the core functional orientation ignores the social and cultural needs and economic interests of farmers and rural areas,which makes the development of rural welfare paradoxical. Practice shows that the mode of“public deliberation”that takes“publicity”as the core has remarkable effects in meeting the basic needs of farmers,preventing and controlling rural social risks,and promoting the development of farmers’ livelihood,which inspires a way of enterprises’ participation in the improvement of rural welfare and the promotion of the realization of common prosperity of farmers and rural areas.
