影响林农承包经营履责的政策因素——基于南方重点集体林区的调查

摘　　要：基于2019年我国南方重点集体林区4省8县400个农户的调查数据,运用计量模型,实证分析林地确权、承包分配、流转、限伐等政策因素,对林农承包经营履责行为的影响。结果表明:林地是否确权到位、林地承包分配政策特别是林地分配的细碎化程度、林地流转、政府对林地承包经营合同的管制、林木采伐限额管理等政策措施都会对农户的林地承包履责行为产生不同程度和不同效果的重要影响。有鉴于此,政府应根据政策因素影响的实际效能对其政策措施进行适度调整,以期调动林农林地承包经营履责的积极性,进而推动集体林区的林业发展,助推乡村振兴。At present,the reform of China's collective forest tenure system is continuously advancing,and a series of policies and measures have been introduced.Based on the survey data of 400 farmer households in 4 provinces and 8 counties in the key collective forest areas of southern China in 2019,this paper uses the profit model to empirically analyze the specific impact of reform policy factors such as ownership confirmation,forest land contract distribution,circulation,and control on the performance of farmers'forestland contractual management.The results show that many factors impact farmers'behavior of fulfilling their responsibilities under forest land contracts to different degrees and with different results.Specifically,these factors include whether the rights of the forest land are clearly defined,the forest land contract allocation policy,especially the degree of fragmentation of the forest land allocation,forest land circulation,government control of forest land contracts,and forest logging quota management policies.Therefore,in order to mobilize the enthusiasm of forest farmers to fulfill their responsibilities under contracts,and to promote forestry development in collective forest areas thus promoting rural revitalization,the government should appropriately adjust its policies and measures based on the actual effects of policy factors.
