摘　　要：党的十九大首次提出构建一体化的国家战略体系和能力,十九届四中和五中全会重申这一战略部署,并不断丰富发展这一战略部署。在新的历史时期,中央与地方各行业领域,需要进一步解放思想,坚持问题牵引,加强党的领导,多方面强化国家主导,从国家治理体系现代化高度提出切实可行的思路举措,推动构建一体化的国家战略体系和能力。In the 19th National Congress of the Communist Party of China,building an integrated national strategic system and capability was first proposed,which was reaffirmed respectively in the Fourth and the Fifth Plenary Session of the 19th National Congress of CPC.It is necessary to strengthen macro leadership,to pay attention to strategic planning and top-level design,to enhance the strategic planning ability of all parties,to strengthen reform and innovation,and to break down barriers that restrict its construction.It is necessary to strengthen strategic implementation and evaluation,so as to effectively promote the construction of integrated national strategic system and capacity.
