新领导指挥体制下海军转型建设浅析

摘　　要：新领导指挥体制改革,重塑了我军的组织架构,形成了“军委管总、战区主战、军种主建”的新格局。从海军“以建为主”新领导指挥体制下转型建设的时代需求入手,阐述了新领导指挥体制下海军转型建设的重要意义,分析探讨了新体制下海军转型建设所涉及的主要内容和领域,并就坚持需求牵引、体系融合、问题导向及成效评估等问题,提出了相关思考与建议。The reform of the leadership and command system has reshaped the organizational structure of China′s armed forces and formed a new pattern of"the CMC exercising overall leadership,the TCs responsible for military operations and the services focusing on developing capabilities."Starting with the reviewing navy's duty of"focus on the development"for the transformation and development under the new leadership and command system,this article expounds the significance of the transformation and development of the navy under the new command system,and explores the main fields and tasks involved in the process.Relevant suggestions are put forward for insisting on demand observation,system integration,problem orientation and effectiveness evaluation.
