山东1928—1937年禁烟禁毒探析

摘　　要：民国时期,山东烟毒泛滥成灾,酿成严重的社会危机。南京国民政府建立起对山东的统治后,采取措施尝试肃清鲁省烟毒。在禁毒措施方面,山东省政府推行了严厉查禁涉毒犯罪、加强禁毒宣传等措施。山东禁烟禁毒工作取得了部分成效,但也存在许多问题。因受社会秩序混乱、财政困境等不利因素影响,山东省政府始终未彻底禁绝烟毒。During the period of the Republic of China,the spread of opium and drugs in Shandong caused serious social crisis.After the Nanjing National Government established its rule over Shandong,it took measures to eliminate opium and drugs in Shandong.In terms of anti-drug measures,Shandong Provincial Government had implemented measures such as investigating drug-related crimes and strengthening anti-drug publicity.Its work achieved some results,but there were still many problems.Affected by unfavorable factors such as social disorder and financial difficulties,it never completely banned opium and drugs.
