摘 要:以2000-2018年中国255个地级及以上城市PM_(2.5)浓度数据为样本,系统考察雾霾污染对粮食生产的影响,并以空气流动系数和政府环境治理政策作为雾霾污染的内生工具变量,利用两阶段最小二乘法(2SLS)估计雾霾污染对粮食生产的影响。研究表明:①雾霾污染显著负向影响粮食生产,且两者之间不存在脱钩关系;②雾霾污染对东中西部粮食生产的影响存在异质性,对粮食主产区和非主产区的影响存在异质性;③我国约有超过3/4的粮食生产区域受到雾霾污染的影响,这无疑会加剧我国农产品充足供给的挑战性;④雾霾污染在扩散效应和转移效应作用下,对邻近地区粮食生产带来空间溢出效应。因此,未来要同时实现治理空气污染和保障粮食安全离不开政府宏观调控作用,地方政府之间需要加强区域合作,实现区域间的"协同治理"。This paper takes the PM_(2.5)of 255 prefecture level and above cities in China from 2000 to 2018 concentration data as samples,systematically investigate the impact of haze pollution on grain production,take air flow coefficient and government environmental governance policies as endogenous instrumental variables of haze pollution,and estimate the impact of haze pollution on grain production by two-stage least square method(2 SLS). The results show that: 1) haze pollution has a significant negative impact on grain production,and there is no decoupling relationship between them;2)The impact of haze pollution on grain production in the East,central and western regions is heterogeneous,and the impact on main agricultural production areas and non main grain production areas is heterogeneous;3) More than 3/4 of China’s grain production areas are affected by haze pollution, which will undoubtedly aggravate the challenge and severity of adequate supply of agricultural products in China;4) Under the effect of diffusion and transfer, haze pollution brings spatial spillover effect to grain production in adjacent areas. Therefore, in the future, to control air pollution and ensure food security at the same time is inseparable from the government’s macro-control role. Local governments need to strengthen regional cooperation and realize interregional "collaborative governance".
