摘　　要：互联网+医疗服务是我国改善就医环境、促进医疗资源合理分配、创新医疗服务模式和理念的重要政策。本文在梳理我国互联网+医疗服务内涵、建设情况和发展劣势的基础上,选择政策主客体作为研究对象,基于复杂适应系统模型的评定标准对互联网+医疗服务系统进行充分验证,穷尽系统的组成个体,构建出互联网+医疗服务系统的运行机制图,同时利用刺激-反应模型考虑从政策环境、安全环境、技术环境、法律环境、经济环境、社会环境六方面进行优化改善,并根据主管部门、医务人员、社会机构的不同功能分别提出相关建议,以更好地推动我国互联网+医疗的建设和发展。Internet + medical service is an important policy in China to improve the medical environment,promote the rational allocation of medical resources,and innovate the medical service model and concept. Based on studying the connotation of Internet + medical service,construction situation and disadvantages in development,the policy subject and object were chosen as the research object,and the Internet + medical service system was fully verified based on the evaluation criteria of complex adaptive system,to develop the running mechanism of the Internet + medical services system diagram. At the same time,using the stimulus-response model,the policy environment,safety environment,technology environment,legal environment,economic environment and social environment were optimized. According to the different functions of departments,medical staffs and social institutions,related suggestions were respectively put forward to further promote the construction and development of China’s Internet + medical services.
