摘　　要：本文认真分析了许多人工智能专家的观点,即通用人工智能最早可能于2040年出现。通用人工智能引发了一系列的问题:类人智能会有意识吗?这种意识会催生权利吗?通用人工智能的崛起会改善人类生活还是危害人类生活?如果是前者,那么某些进步是否与人权观念背道而驰?如果是后者,那么我们现在对子孙后代负有怎样的集体责任?人权框架如何能够帮助我们成功解决这些问题?This article takes seriously the viewpoints of many experts in artificial intelligence,namely AGI (artificial general intelligence) could emerge as early as 2040.Some of the questions raised by AGI include:Does human-like intelligence entail consciousness?Does their consciousness produces rights?Will the rise of AGI enhance or endanger human life?If the former,are there certain perceived enhancements that run counter to notions of human rights?If the latter,what are our collective duties to future generations at the moment?How could the framework of human rights help us to negotiate these questions?
