当代政府治理视阈下“有能力”与“有限”间的平衡逻辑——兼论有能力的有限政府之构建路径

摘　　要：治理能力以具备权力为基础,而控制政府权力是“有限政府”的追求目标。在西方传统语境中,政府“有能力”与“有限政府”两个目标间难以平衡;即使有治理主体多元化的提倡,政府也不占据优势位阶。伴随当代治理问题面临多重危机,过度强调限制而忽略政府能力建设的观念已不再适用。经考察,政府“有能力”与“有限”的对立根源于西方社会的有限政府理论传统,具体指公民社会理念、社会中心主义制度变迁史与自由主义思想谱系。与之相比,结合了特色政党制度和治理经验的、具有统合与平衡气质的中国之治更为契合“有能力的有限政府”内涵与基本原则,即政府主导的治理主体多元化、多元主体赋能化和治理理论的“去普适性”。The governance ability is based on having the power,while the control of government power is the goal of"limited government".In the traditional western context,it is difficult to balance the two goals of government"capable"and"limited government";Even if there is the advocation of the diversification of governance subjects,the government also does not occupy the dominant position.With contemporary governance issues facing multiple crises,the concept of overemphasis on constraints and neglect of government capacity-building is no longer applicable.Through investigation,the opposition between"capable"and"limited"government originated from the theoretical tradition of limited government in western society,specifically referring to the idea of civil society,the history of changes in the system of social centralism and the pedigree of liberal thought.In contrast,China’s governance with the combination of characteristic party system and governance experience and the temperament of unity and balance is more consistent with the connotation and basic principles of"capable limited government",that is,the diversification of government-led governance subjects,the enablement of multiple subjects and the"de-universality"of governance theory.
