摘 要:2021年,面对严峻的水旱灾害防御形势,在水利部的坚强领导和有力指挥下,长江水利委员会会同流域各省(自治区、直辖市)水利(水务)厅(局)和有关部门、单位,在历年水工程联合调度经验的基础上,科学精细实施长江流域水工程联合调度,取得了水旱灾害防御工作全面胜利。概述了2021年长江流域水工程联合调度体系和长江流域水雨情特点,介绍了2021年长江流域水工程防洪调度、蓄水调度、生态调度和应急调度等具体实践,系统归纳了2021年长江流域水工程联合调度取得的保障防洪安全、完成蓄水任务、发挥生态效益和实现综合利用等成效。In 2021, in the face of the severe flood and drought disasters, the Yangtze River Water Resources Commission,together with water resources departments(bureaus) of provinces(autonomous regions and municipalities directly under the central government), conducted scientific and integrated regulation of water structures in the Yangtze River Basin,under the leadership and command of the Ministry of Water Resources. An all-round victory in flood and drought disaster prevention was achieved thanks to the experiences accumulated over the past years. The best practices in 2021 are summarized with introduction of features of water land precipitation, especially the benefits of integrated regulation for ensuring flood control safety, completion of water storage tasks, ecological improvement and comprehensive utilization.
