基于GEM模型的新疆维吾尔自治区冰雪产业高质量发展的SWOT分析

摘　　要：运用GEM模型从基础、企业、市场三个维度整合新疆冰雪产业相关信息,使用SWOT分析法对新疆冰雪产业现状的优势、劣势、机遇、威胁进行分析,并提出相应对策。研究表明:新疆冰雪产业发展的优势主要在一流的自然冰雪资源方面;劣势体现在基础设施、软件制度和经济发展等方面;机遇集中在赛事契机、政策支持等方面;威胁来自外部市场的竞争和疫情方面。为此建议新疆政府将不完全契约理论引入公私合作模式,健全政策指导、法律支持和监督机制,引导冰雪产业发展,并在现有援疆机制的基础上加深与吉林省在冰雪产业方面合作,共同培养冰雪人才和跨行政区社会组织,并对冰雪产业实施补贴帮扶等措施以应对疫情影响。Based on the GEM model with integrating the relevant information of foundation, enterprise and market, this paper analyzes the status quo of Xinjiang snow and ice industry, by using SWOT analysis method, and puts forward some suggestions and countermeasures. The results show that advantages of Xinjiang’s ice and snow industry mainly rely on the top-ranking natural resources;disadvantages embody in infrastructure, software and economic;opportunities focus on winter Olympics, policy support etc.;and threats come from competition in external markets and COVID-19 outbreak. So, it proposes that Xinjiang government should introduce the incomplete contract theory into the public-private cooperation pattern, and perfecting the policy guidance, legal support and supervision mechanism, guide the industry development, and deepen cooperation with Jilin in snow and ice industry based on the existing Xinjiang support mechanism, cultivate talents and social organization of ice and snow together, finally, assistance to snow industrial subsidies and other measures against the COVID-19.
