摘 要:中国的城市内涝问题严重。遵循城市肌理和发展脉络,在宏观尺度上对海绵城市格局建设进行合理的资源分配、布局优化,是解决城市内涝风险最节约、最有效的方法。文章结合国土空间规划的新要求,在海绵城市政策指引及城市水安全目标导向下,以衡水市冀州区为例探讨在宏观尺度上海绵城市格局构建中的基本问题。采用空间分析与水文模拟分析相结合的技术方法,秉持国土空间规划用地适宜性评估基本原则,同时充分发挥规划师主观能动性,通过地理空间模型和水文空间模型的松散耦合模拟,比较了不同格局水文过程的雨洪管理效率差异,提出城市尺度上综合统筹海绵城市系统格局优化的新方法,旨在为新时期国土空间规划的海绵城市建设在宏观格局上的构建、评估与优化,及其在城市雨洪风险问题上的处理提供更优化的解决方案。China is facing serious waterlogging problems in urban areas.To address this,combining with the new requirements of national territory spatial planning,guided by the sponge city policy and the goal of water security,following the urban fabric and development tracks,and constructing a sponge city with reasonable resource allocation and pattern optimization(for green and grey infrastructure)from a macroscopic viewpoint would be economical and effective methods for stormwater management(as opposed to the currently fragmented approach for sponge city planning).This research takes Jizhou District,Hengshui City as an example to discuss the fundamental challenges of the construction of sponge city pattern on a macro scale,adopting the technical method of combining spatial analysis and hydrological simulation analysis.Factors such as development stage,transportation layout,ecological environment,terrain and landform and public facilities are considered in suitability analysis,leading to a preliminary sponge city pattern.SWMM(storm water management model)is then used to simulate the urban hydrologic cycle in this sponge city to evaluate the efficiency of stormwater management.Four models simulate different scenarios of city patterns and are compared to verify the effectiveness of sponge city construction.This macroscopic analysis will allow the proposal of citywide integrated strategies for water security strengthening and efficiency promotion for stormwater management,as a better approach to construction,evaluation and optimization of sponge cities and stormwater management in China and elsewhere.
