摘 要:受新冠肺炎疫情影响,全面强化稳就业举措成为当务之急,以工代赈在促进就业增收、缓解就业压力方面的作用凸显。梳理以工代赈的运用历史,可以发现其实施的主要目的经历了从救灾到扶贫再到走向促进就业的动态发展过程。但是,以工代赈如何在促进就业领域得到有效运用,需要结合其制度内涵和运行机制,对适用中存在的问题进行探讨,解决参与对象权利保障不足以及适用范围狭窄的问题,进一步开发公共性岗位,扩大适用范围,推动以工代赈制度融入就业促进体系。Affected by the COVID-19 pneumonia epidemic, comprehensively strengthening measures to stabilize employment has become a top priority, and the role of work-relief in promoting employment growth and alleviating employment pressure has been highlighted. Combing the history of the application of work-relief, we can find that the main purpose of the implementation of work-relief has experienced a dynamic development process from disaster relief to poverty alleviation to employment promotion.However, how to effectively use work-relief in the field of employment promotion needs to combine its institutional connotation and operating mechanism to explore the problems in its application, in order to solve the problems of insufficient protection of the rights of participants and narrow scope of application, and further develop publicity positions, expand the scope of application, and promote the integration of the work-relief system into the employment promotion system.
