阶梯理论视域下“十四五”时期社会公众参与档案事业的路径研究

摘　　要：依据阶梯理论分析“十四五”时期社会公众参与档案事业的发展路径,既可为评价档案事业公众参与的程度提供依据,又可为在不同参与阶梯层次下提出相应的策略提供依据。文章从政策保障下的非虚假参与、协同治理下的非表面参与、共同决策下的深层次参与三个方面入手,提出了法规制度化的权利保障、信息技术中的渠道拓展、双向流动下的交互沟通、分级参与下的共同协作等社会公众参与档案事业的实现路径。Analyzing the development path of public participation in archival undertakings in the'14th Five-year Plan'period based on the ladder theory can not only provide the basis for evaluating the degree of public participation in archival undertakings,but also provide the basis for proposing corresponding strategies under different ladder levels of participation.From the false participation of policy guarantee,cooperative governance under the surface,deep under the decision of participation in three aspects,and puts forward the regulation institutionalized,channels of information technology in the development,protection of the rights under the two-way flow of interactive communication,such as grading to participate in the work together under the social public participation in the implementation of the archival cause path.
