摘　　要：知识产权是引领发展的第一动力,保护知识产权就是保护国家安全。以3D打印的知识产权安全为例,探讨知识产权安全的内涵与规制路径,对于回应日益严峻的新兴技术知识产权安全形势迫在眉睫。从大国的兴衰史,到新时期3D打印行业的激烈技术竞争,充分揭示知识产权与国家安全的紧密关系。进而厘清3D打印知识产权安全的体系框架,包括内部安全、外部安全和衍生安全,以及多元性、衍生性和权利性的特征。在此基础上提出,3D打印的知识产权安全的规制需要行政规制、司法控制、自我规制和全球规制的结合,实现合作的安全、共同的安全和可持续的安全。这为其他新兴技术的知识产权安全规制提供了参考路径,也丰富了知识产权安全的理论内涵。Intellectual property is the first driving force to development,and the protection of intellectual property is important to national security.Taking the intellectual property security of 3D printing as an example,it is urgent to explore the connotation and regulation path of intellectual property security in response to the increasingly severe intellectual property security situation of emerging technologies.From the rise and fall of a large country to the fi erce technical competition in the 3D printing industry in the new era,it fully reveals the close relationship between intellectual property rights and national security.Then clarify the system framework of 3D printing intellectual p roperty security,including internal security,external security and derivative security,as well as the characteristics of diversity,derivation and rights.On this basis,it is proposed that the regulation of intellectual property security of 3D printing nee ds the combination of administrative regulation,judicial control,self-regulation and global regulation to achieve cooperative se curity,common security and sustainable security.This not only provides a reference path for the intellectual property security regulation of other emerging technologies,but also enriches the theoretical connotation of intellectual property security.
