摘　　要：一段时期以来,大量外籍华人选择回国避疫,部分外籍华人在加入外国国籍时未办理退籍手续并注销中国户籍,依然使用中国公民身份在国内生活、工作。这严重影响我国的国籍秩序、社会秩序以及就业秩序,产生社会矛盾。如何高效治理隐性双重国籍问题,是公安机关面临的一大难题。我国应在坚持单一制国籍的前提下,从逐步完善国家移民法律体系,建立健全公安机关与驻外使领馆的外部协作和公安机关内部协作机制,加强公安机关信息化建设等方面入手,着力解决发现难、治理难的困境,维护我国良好的国籍秩序。Nowadays,a large number of foreign Chinese choose to go back to China to evade from the COVID.Some of them have not gone through the formalities of withdrawing their nationalities and have their Chinese household registration revoked when they transfer to other nationalities.Those foreign Chinese are still living and working in China as Chinese citizens,which seriously affects the order of nationality,society and employment in our country,causing disputes in the society.Recessive dual nationality governance becomes a big problem for public security organs.It is suggested that national immigration legislation system be gradually perfected,the internal and external coordination mechanisms between public security units and Chinese diplomatic missions be established and improved,construction of information system in public security units be enhanced under the unitary nationality system on the premise so as to deal with the difficulties in finding and governing.
