摘　　要：2020年中共中央政治局会议提出“六稳”和“六保”,把“稳就业”、“保就业”放在了首位,说明了就业问题的重要性和迫切性。宏观层面上,黔西南州较好地定位了就业扶贫的大方向和基本策略,并出台了一系列的专项政策措施,配备了专项工作队伍,做到了有策略、有政策、有组织。探索创新的“新市民就业险”、“党建+就业扶贫”和“人社+教育+N”培训模式得到了省委省政府的肯定。同时,微观层面上也还存在诸多问题。基于就业扶贫的实践研究发现依然存在贫困劳动力就业率低、就业培训与岗位匹配度低、就近就业基础薄弱和就业稳定性低等问题。可见,完善落实具体措施,把就业扶贫做细、做准、做深应当成为今后努力的重点和方向。"Six Stability"and"Six Guarantees"were proposed at the meeting of the Political Bureau of the CPC Central Committee in2020,putting"stable employment"and"guaranteed employment"first illustrates the importance and urgency of employment.At the macrolevel,Qianxinan Prefecture has better positioned the general direction and basic strategy ofemployment poverty alleviation,and issued a series of special policy measures,equipped with special work team,and achieved a strategy,policy and organization.The explorationand innovation of"New Citizen Employment Insurance","Party Construction+Employment Poverty Alleviation"and"People’s Association+Education+N"training modes have been affirmed by the provincial party committee and provincial government.At the same time,there are also many problems atthe micro level.Based on practice of employment poverty alleviation,this study finds that there are still problems such as low employment rate of poor labor,low employment training and job matching,weak near employment foundation and low employment stability.It can be seen that improving the implementation of specific measures and making employment poverty alleviation detailed,accurate and deep should become the focus and direction offuture efforts.
