基于新结构经济学视角的区域特色产业升级路径分析——以湖北潜江小龙虾产业为例

摘　　要：湖北潜江小龙虾产业从传统农业到初级工业再到一、二、三产业融合发展,养殖模式和市场规模在国内处于领先地位,带动了潜江市的经济发展和产业结构升级。基于新结构经济学理论,以时间为主线,分4个阶段分析了潜江小龙虾产业的要素禀赋变化和产业结构升级过程,从有效市场和有为政府两方面,分析了要素禀赋变化和产业结构升级的推动力。研究发现:在市场机制的作用下,潜江小龙虾养殖组织、销售组织及产业组织的变迁,促进了潜江小龙虾产业的升级。潜江市政府通过解决技术问题、提高小龙虾养殖效率、完善基础设施等措施,拓宽了小龙虾销售半径,促进了潜江小龙虾产业升级。研究认为,特色产业发展需要依托当地要素禀赋,充分发挥政府和市场的作用。政府提供公共物品,制定产业政策,可以推动产业组织化。市场合理配置资源,可以推动产业专业化,实现产业与加工业结合,形成品牌效应,进而实现一、二、三产业融合发展,促进特色产业升级。The Qianjiang crayfish industry has developed from traditional agriculture to primary industry,and then to the integrated development of primary,secondary and tertiary industries.The breeding mode and market scale are in a leading position in China,which has driven the economic development and industrial structure upgrade of Qianjiang City.Based on the new structural economics theory,with time as the main line,in four stages,this paper analyzed industrial factor endowment changes and industrial structure upgrading process of Qianjiang crayfish.From the two aspects of efficient market and effective government,we explored the driving force of the factor endowment change and the industrial structure upgrading.Under the market mechanism effect,we found that the changes of breeding organization,sales organization,and industrial organization have promoted the Qianjiang crayfish industry upgrading.By solving technical problems,improving the crayfish farming efficiency and infrastructure,the Qianjiang Municipal Government has broadened the sales radius of crayfish,and promoted the industry upgrading.The research showed that the development of characteristic industries rely on local factor endowments and give full play to the government and market role.The government provides public goods,formulates industrial policies,and promotes industrial organization.The market allocates resources rationally,promotes industrial specialization,realizes the integration of industry,forms a brand effect,achieves the integrated development of primary,secondary and tertiary industries,and promotes the characteristic industries upgrading.
