省域视野下高等教育增长布局的空间探讨

摘　　要：相比数量上的不均衡,我国高等教育省际质量或发达程度上的不均衡更显著,且常笼统归于经济、历史等因素。运用产业集聚理论,引入高校集中度Cr2(各省级行政区内省会及第二大城市拥有高校数的比例)变量并以各省份高校总数为暴露期,经泊松回归发现高校集中度越高的省份,其高等教育就越发达。在两种赋值方式中,Cr2每增加10%,高等教育发达程度可分别提高44%和28%,同时集中度还能够正向调节经济投入对高等教育的作用。当前我国各省份对于高等教育增长应重视集聚效应,避免平均或离散式增长,从围绕省会的单点集聚向多点集聚演进,以协调趋大城市的上行式和趋基层城镇的下沉式布局。Compared with the imbalance in quantity,the imbalance in quality or development of institutes of higher education among provinces in China is more significant,which is often generally attributed to factors such as economy and history,etc.Using the theory of industrial agglomeration,this paper introduces the concept of university concentration Cr2(the proportion of universities owned by a provincial capital and the second largest city in each provincial administrative region)and takes the total number of universities in each province as exposure period.Through Poisson regression,it is found that the higher the concentration of universities is,the more developed the higher education in the region is.In the two assignment criteria,for each 10%increase in Cr2,the higher education development can be increased by 44%and 28%respectively.Furthermore,the concentration positively regulates the impact of economic investment on higher education.It is suggested that more attention should be paid to the agglomeration effect of higher education development and an average or discrete growth should be avoided.The agglomerating center needs to evolve from mere the capital to more centers,so as to coordinate the big city-oriented upward layout and the town-oriented downward layout.
