摘　　要：公共文化服务供给绩效不仅关系国家财政资金的有效配置,而且直接影响公共文化服务供给规模与质量。对2011—2019年31个省级政府面板数据的评估结果表明,我国公共文化服务供给绩效呈现上升趋势,东、中、西部地区之间供给绩效存在差异并逐年减小;经济发展水平、财政自主权提高有利于公共文化服务供给绩效的提升,而财政支出结构、城镇化率和受教育水平的影响效用则相反。可通过健全财政资金管理制度、完善绩效考评机制、加强数字平台建设、加快地区经济发展、因地制宜调整投入规模、优化公共支出结构、深化财政分权改革等措施提高公共文化服务供给绩效。The performance of public cultural service supply not only relates to the effective allocation of national financial funds,but also directly affects the scale and quality of public cultural service supply.Based on panel data of 31 provincial governments from 2011 to 2019,this paper evaluates the performance of public cultural service supply.The results show that supply performance of public cultural services in China has shown an upward trend.The supply performance of the eastern,central,and western regions differs but the gap decreases year by year.The improvement of economic development level and financial autonomy is conducive to the improvement of public cultural service supply performance,while the effect of financial expenditure structure,urbanization rate and education level is opposite.In order to improve the performance of public cultural service supply effectively,it is necessary to improve the financial capital management system and the performance evaluation mechanism,strengthen the construction of digital platforms,accelerate regional economic development,adjust the investment scale according to local conditions,optimize the structure of public expenditures,and deepen the reform of fiscal decentralization.
