摘　　要：近年来,地方政府或有债务受到实体部门和学者们越来越多的关注。为探究地方政府或有债务的形成机理,本文以2006—2017年我国30个省份数据为样本,实证检验了经济转型和自利行为对地方政府或有债务的影响。研究发现:经济转型与地方政府或有债务呈现倒U型关系,表明经济转型对我国地方政府或有债务的影响是先促进后抑制;自利行为与地方政府或有债务呈显著正相关,表明地方官员自利行为将加剧地方政府或有债务的扩张。进一步研究发现,地方官员违纪行为和中央任职经历会显著影响经济转型和自利行为对地方政府或有债务的影响关系。本文的研究结论不仅丰富了地方政府或有债务的影响因素,而且还能为政策制定者提供重要参考。In recent years,local government contingent debts have received more and more attention from the physical sector and scholars.In order to explore the formation mechanism for local government contingent debts,this paper uses the data from 30 provinces in China from 2006 to 2017 as a sample to empirically test the impact of economic transformation and selfish behavior on local government contingent debts.The study finds that there is an inverted U-shaped relationship between economic transformation and local government contingent debts,indicating that the impact of economic transformation on the local government contingent debts in China is first promotion and then suppression.The selfish behavior is significantly positive correlated with the local government contingent debts,indicating that the selfish behavior of local officials will increase the local government contingent debts.Further research found that local officials'disciplinary violations and central working experiences will significantly affect the impact of economic transformation and selfish behavior on local government contingent debts.The research results not only enrich the influence factors of local government contingent debts,but also provide important reference for policy makers.
