浅谈中国-上海合作组织地方经贸合作示范区农业国际合作

摘　　要：自2018年6月,在上海合作组织成员国第十八次元首理事会上,习近平主席宣布中国政府支持青岛建设中国-上海合作组织地方经贸合作示范区(以下简称上合示范区)。按照上合示范区总体建设方案中提出与上合组织国家开展现代农业合作的要求,本文分析了上合示范区农业国际合作面临的机遇和挑战,借鉴了陕西、海南等地开展农业国际合作的先进经验和做法,提出了上合示范区农业国际合作的路径,指出了如何用农业“飞地”,科技引领、生物育种,区域联动,“农机装备+技术教学”等方式加强上合示范区与上合组织国家间的农业合作,以农业为合作为抓手,助推上合示范区与上合组织国家间地方经贸合作发展。In the June of 2018,the 18th head meeting of the Shanghai Cooperation Organization was held in Qingdao,President Xi Jinping announced that the Chinese government support building a local economic and trade cooperation Demonstration Area in Qingdao.According to the requirements of SCODA developing modern agricultural cooperation with SCO countries,this paper analyzes the opportunities and challenges about SCODA agriculture international cooperation.Learning from the advanced experience and practice in Shanxi and Hainan,the writer gives the path of agricultural international cooperation about SCODA,pointing out how to use“oversea cooperation area”、“biological breeding”、“regional linkage”、"agriculture equipment+tech-teaching"......to strengthen agriculture cooperation.,and then to boost the economic and trade cooperation between the SCODA and SCO countries.
