摘  要:探讨城市包容性对城市创新的影响,为包容性如何影响城市创新以及人才区位选择动因提供证据和解释。根据新经济地理学构建一个包括两区域、五部门、三要素的区域创新增长模型,分析城市包容性通过影响人才迁移进而影响城市创新的作用机理,并利用“百度迁徙”大数据对我国277个地级市进行实证检验。研究结果表明,城市包容性不仅会对城市创新水平产生直接的正向影响,还会通过促进人才流动对城市创新水平产生间接影响;同时,对具有不同外商投资水平、工资水平及高铁通达性的区域来说,包容性对城市创新水平的影响呈现出显著的差异性;此外,文化多样性在人才促进城市创新的过程中起到催化剂作用,但对其他群体来说却表现为抑制作用。最后提出重视提升城市软实力作用、因城施策,以提升地方生活品质为重点提升城市包容性和吸引力,以及注重增强文化多样性和文化交流、强化包容性对创新的带动作用等对策建议。To explore the impact of urban inclusion on urban innovation,and provide evidence and explanation for how inclusiveness affects urban innovation and the motivation of talent location choice,based on the new economic geography,this paper constructs a regional innovation growth model that includes two regions,five sectors,and three factors,analyzes the mechanism of urban inclusion influencing urban innovation through talent migration,and empirically tests 277 prefecture-level cities in China by using Baidu Migration big data.The results show that urban inclusion not only has a direct positive impact on the level of urban innovation,but also has an indirect impact on the level of urban innovation through promoting talent flow;at the same time,for the regions with different levels of foreign investment,wage level,and high-speed rail accessibility,the impact of inclusiveness on the level of urban innovation presents significant differences;in addition,cultural diversity plays a catalyst role in the process of talent promoting urban innovation but inhibits other groups.Finally,the paper puts forward some countermeasures and suggestions,such as attaching importance to enhancing the role of the soft power of cities,implementing policies tailored to cities,improving the inclusiveness and attractiveness of cities with the focus on improving the quality of local life,strengthening cultural diversity and cultural exchanges,and strengthening the driving effect of inclusiveness on innovation.
