居民区“15分钟生活圈”公共服务设施配置研究

摘　　要：针对如何衡量居民小区"15分钟生活圈"公共服务设施建设情况的问题。该文采用基于GIS的网络分析法和空间自相关等方法,结合POI数据,分析了东营区"15分钟生活圈"可达范围内的公共服务设施的达标情况和空间相关性,并得出结论:①东营区的居民小区和公共服务基础设施空间分布整体都呈现"东-西双核心向边缘递减"的特点;②东营区"15分钟生活圈"可达范围内的不同公共服务设施覆盖率差异明显,覆盖率最好的是公交站点,最差的是小学;③东营区居民小区的公共服务设施达标率较好,达标率在70%以上的居民小区占到近80%;④东营区有超过10%的居民小区处于低低聚集区,应优先提升基础公共服务设施建设。It’s an important way to improve people’s sense of happiness to Strengthen the construction of public service facilities of“15-minute life circle”in residential areas.In this paper,GIS-based network analysis,spatial autocorrelation and other methods,combined with POI data,analyzed the standards and spatial correlation of public service facilities within the reach of“15-minute living circle”,and drew the following conclusions:①The spatial distribution of residential communities and public service infrastructure in Dongying District shows the characteristics of“east-west dual core decreasing to the edge”;②The coverage rates of different public service facilities within the“15-minute living circle”in Dongying District are significantly different.The coverage rates of bus stations are the best,while the coverage rates of primary schools are the lowest;③The standard rate of public service facilities in Dongying District is good,with the standard rate of more than 70%accounting for nearly 80%of the residential communities;④As more than 10%of the residential communities in Dongying District are located in low-concentration areas,the construction of basic public service facilities should be given priority.
