摘 要:地块出入口设置的合理性关系到新城交通系统运行效率和用地开发效益,在倡导精细化城市治理和新城绿色低碳发展背景下,加强新城地块出入口管控十分必要。结合地块出入口设置的理论基础,文章探讨了新城地块出入口设置要求,基于全要素、全过程和精细化管理理念和思路,提出了新城地块出入口管控目标与策略。构建了出入口管控体系与流程,并从交通系统整合设计、道路沿线机动车出入口布局模式与要求、不同类型地块出入口宽度设置标准、与其他交通市政设施融合设计等方面提出了管控技术方法。The reasonableness of setting the vehicle access of the plot is related to the operation efficiency of the traffic system and the efficiency of the site development in the new town area.In the context of advocating refined management and green low-carbon development of the new town,strengthening the control of vehicles access in new town plot is necessary.Combined with the basic theory about vehicle access of the plot,the requirements about setting new town vehicle access of the plot under the new situation are discussed.Based on the concept and idea of full element,full process,and refined management,the objectives and strategies for controlling the vehicle access of the new town plots are proposed.Further,the motor vehicle access control system and process are constructed,and specific control methods are proposed from following four aspects,i.e., integrated design of traffic system with all elements,layout pattern and requirements of motor vehicle access along the road,width setting standards for motor vehicle access on different types of land,and design for integration with other traffic and municipal facilities.
