双循环背景下二重开放的减排效应研究——以长江经济带为例

摘　　要：双循环的本质是二重开放,即对外开放和区际开放。文章从规模效应、结构效应和技术效应分析了对外开放和区际开放对长江经济带环境污染的影响机理,在此基础上,基于长江经济带2003-2018年108个城市面板数据,实证研究了二重开放对环境污染的影响,研究发现:对外开放和区际开放加剧了长江经济带的环境污染,贸易发展通过技术效应缓解了地区环境压力,多维度的稳健性检验进行了验证;分区域的异质性检验发现,二重开放对长江经济带上、中、下游地区环境污染的影响存在异质性;引入对外开放和区际开放交互项的研究发现,对外开放和区际开放对环境污染的影响具有互补效应,意味着“双循环”背景下如何控制长江经济带环境污染水平任务更为艰巨。The essence of the dual cycle is dual opening,namely opening to the outside world and inter-regional openness.This paper analyzes the effect mechanism of opening to the outside world and inter-regional openness on the environmental pollution in the Yangtze River economic belt from scale effect,structural effect and technological effect.Based on the panel data of 108 cities in the Yangtze River economic belt from 2003 to 2018,this paper empirically studies the impact of dual opening on environmental pollution.The results show that opening to the outside world and inter-regional openness aggravate the environmental pollution of the Yangtze River Economic belt,and trade development alleviates the regional environmental pressure through technological effect,which is verified by multi-dimensional robustness test.The sub-regional heterogeneity test shows that the dual opening has heterogeneous effects on environmental pollution in the upper,middle and lower reaches of the Yangtze River Economic Belt.Research introducing the interactive items of opening up to the outside world and inter-regional opening found that the impact of opening up to the outside world and inter-regional opening has complementary effects on environmental pollution,which means that controlling environmental pollution levels in the Yangtze River Economic Belt under the background of the dual cycle is more difficult.
