县域警务背景下社区网格化警务优化探析——以湖南省冷水江市为例

摘　　要：湖南省冷水江市社区网格化警务改革成果得到广泛推介,在以风险防控为核心的县域警务背景下,由于影响安全的风险因素复杂、网格管理整体规划不足、基础工作存在短板等原因,导致群众对网格化警务的配合、相关部门对威胁县域安全的因素管控存在缺陷,需要探索整合社会资源,充分调动多元力量,调整网格微信群定位,强化警务资源保障等措施,对社区网格化警务进行优化调整,为实现精准防控县域风险和深化社区警务改革提供参考。The achievements of community grid policing reform in Lengshuijiang City of Hunan Province have been widely promoted.Under the background of county policing with risk prevention and control as the core,due to the complex risk factors affecting security,insufficient overall planning of grid management,shortcomings in basic work and other reasons,there are defects in the people’s cooperation with grid policing and the control of factors threatening county security by relevant departments.We need to explore and integrate social resources,fully mobilize multiple forces,adjust the positioning of grid Wechat group,strengthen the guarantee of police resources and other measures,and optimize and adjust community grid policing,so as to provide reference for accurately preventing and controlling county risks and deepening community policing reform.
