摘  要:在致力于空间发展和空间治理的新一轮国土空间规划背景下,探讨产业优选与产业布局双重路径下低效产业用地集约利用机制,进而以广州(梅州)产业转移园区为例,识别园区低效用地,运用多目标加权法,实现产业转移园区低效用地再开发格局重构。结果表明:(1)广梅产业园低效用地布局呈现一定空间特征;(2)广梅产业园低效用地再开发格局重构以生产性服务业带动园区产业升级优化,以电子设备制造业、纺织服装制造业和交通运输设备制造业的产业优势为主形成集聚区。以"产业优选与产业布局"双重路径的思路指导产业转移园区低效用地再开发格局重构,有利于产业转移园区产业集聚、新旧动能转换和提升园区综合效益,可为产业转移园区控制性详细规划的编制提供科学依据。Under the background of the new round of territory planning committed to spatial development and spatial governance,this paper discusses the intensive utilization mechanism of inefficient industrial land use with the dual approaches of“industrial selection and industrial layout”.It takes Guangzhou(Meizhou)Industrial Relocation Park as an example,identifies inefficient industrial land uses,and applies multi-objective weighting method to reconstruct the pattern of redevelopment.Results show that:(1)the layout of the inefficient land use in the industrial relocation park presents certain spatial characteristics;(2)the spatial pattern reconstruction focuses on industrial upgrading driven by productive service industries and industrial advantages including electronic equipment,textile and wearing apparel,and transportation equipment.Guided by the dual approaches,the spatial pattern reconstruction of redeveloping inefficient land use in the industrial relocation park will be beneficial to industrial agglomeration and transformation,enhancing comprehensive benefits,and providing scientific basis for the regulatory plans of industrial relocation parks.
